The age-old adage "Behind every great man, there is a great woman" highlights the crucial role that women have played in the success of men throughout history. It emphasizes the fact that women have been instrumental in shaping the lives of men, providing them with support, guidance, and inspiration.
This phrase is a testament to the fact that women have
always been an integral part of society, even if their contributions have often
gone unnoticed or unacknowledged. It is a reminder that women have always been
there, working tirelessly behind the scenes, to help men achieve their goals
and dreams.
In today's world, this phrase is more relevant than ever, as
women continue to break down barriers and shatter stereotypes in every field
imaginable. From politics to business, from science to the arts, women are
making their mark and proving that they are just as capable and talented as
men.
However, it's important to note that women's influence on
men goes beyond just providing support and inspiration. Depending on the nature
of the relationship between a man and a woman, she can either help him achieve
his goals and dreams or ruin his chances and reputation. Women have a powerful
influence on men's emotions, motivations, and actions.
One woman who exemplifies the positive impact a woman can
have on a man's life is Glenda Buray Ecleo, also known as Mommy Glen. She is a
former governor of Dinagat Islands, a province in the Philippines, and the
widow of Ruben Ecleo Sr., the founder and leader of the Philippine Benevolent
Missionaries Association (PBMA), a religious organization that promotes peace,
unity, and benevolence.
Glenda and Ruben Ecleo Sr. tied the knot in 1955 and had
eight children together. Glenda supported her husband's missionary work and
political career, as he became the mayor of San Jose, Dinagat Islands, in 1963
and established the PBMA in 1965. The PBMA grew rapidly and attracted followers
from various parts of the country, particularly from the Visayas and Mindanao
regions. The PBMA also claimed that Ruben Ecleo Sr. had healing powers and could
perform miracles. After Ruben Ecleo Sr.'s passing in 1987, Glenda continued to
be involved in the PBMA and local politics.
Her political career began in 1987, when she successfully
ran for a seat in the provincial board of Surigao del Norte. Her dedication and
hard work led to her re-election in 1992 and 1995. In 1995, she decided to take
her political career to the next level and ran for a seat in the House of
Representatives, representing the first district of Surigao del Norte. Her
victory was a testament to her unwavering commitment to public service.
During her time as a congresswoman, Mommy Glen was a
prolific author and co-author of several bills and resolutions that addressed a
wide range of issues. Her focus on health, education, environment, women's
rights, local government, and national security demonstrated her deep concern
for the welfare of her constituents. Her tireless efforts and dedication to
these causes earned her the respect and admiration of her colleagues in the
House of Representatives.
One of Mommy Glen’s most significant achievements was her
advocacy for the creation of the Dinagat Islands province. Her vision and
leadership were instrumental in the successful carving out of the province from
Surigao del Norte in 2006: Dinagat Islands became a separate province from
Surigao del Norte through Republic Act No. 9355. This achievement was a testament to her
unwavering commitment to the development and progress of her region.
In 2010, she ran for the esteemed position of governor in
Dinagat Islands and emerged victorious. Her unwavering commitment to her
constituents earned her a second term in 2013, which she served with
distinction until 2019. Throughout her tenure, she demonstrated exceptional
leadership skills and an unwavering dedication to serving her constituents.
Challenges and Controversies
During her time as governor, Mommy Glen encountered a number
of challenges and controversies. One such instance occurred in 2011 when the
Supreme Court deemed Republic Act No. 9355 unconstitutional, leading to the
dissolution of Dinagat Islands as a province. However, the following year, the
Supreme Court reversed its decision and validated the creation of Dinagat
Islands.
She also faced legal troubles, as the Commission on
Elections (Comelec) filed a complaint against her for alleged election
overspending in 2010. The Comelec claimed that Glenda spent more than the
allowed amount of ₱3 per voter, based on her Statement of Contributions and
Expenditures (SOCE). Glenda denied the allegations and said that her secretary
prepared the SOCE without her knowledge or consent.

In 2021, the Comelec issued a resolution ordering the filing
of a criminal case against Glenda for election overspending. However, in 2023,
the Supreme Court (SC) reversed the Comelec's resolution and nullified the charge
against Glenda. The SC ruled that the Comelec violated Glenda's constitutional
right to speedy disposition of cases, as it took more than eight years to
resolve the complaint.
Mommy Glen’s political career was characterized by her
unwavering commitment to public service, dedication, and hard work. Her
accomplishments as a legislator and advocate for her constituents will always
be remembered and celebrated. Mommy Glen’s tireless efforts to improve the
lives of those she served were evident in her unwavering dedication to her
constituents. She was a true champion of the people, and her legacy will
continue to inspire future generations of public servants.

The Bulk of her accomplishments, however, have been directed
towards the
development of her native Surigao del Norte. Because of its
physical isolation
from the national center, her province suffers the burden of
underdevelopment
despite its richness in natural resources. Thus, she took
upon herself to respond
to this problem by initiating for the possible creation of
Dinagat Island into a
separate province (H.B. 1695) and establishment of Dinagat
Island Public
Schools Division (H.B. 1247), among other measures that
could redound to the
benefits of her constituencies in the First Legislative
District of Surigao del norte.
